JULY 2026 ROUND UP: INDIAN GOVERNANCE TRACKER

[NOTE: THE CURRENT AFFAIRS FOR THIS MONTH HAS BEEN ORGANISED AS PER THE TOPICS MENTIONED IN GS 2 (MAINS) SYLLABUS. FEW TOPICS MIGHT LOOK REPETITIVE AS IT OVERLAPS UNDER MANY SUB-HEADINGS. BUT THE INFORMATION INSIDE THOSE TOPICS WILL BE DIFFERENT AND WILL PERTAIN TO THE MAIN HEADING CONCERNED. HENCE STUDENTS ARE REQUESTED TO READ EACH AND EVERY LINE OF THE SECTION TO GET COMPLETE UNDERSTANDING]

1.   GOVERNMENT POLICIES AND INTERVENTIONS FOR DEVELOPMENT IN VARIOUS SECTORS AND ISSUES ARISING OUT OF THEIR DESIGN AND IMPLEMENTATION.

A. STATE INITIATIVES IN JULY

Chhattisgarh — Ease of Doing Business Act, passed 16 July. Risk-based approvals: low-risk firms move faster; bigger units get deemed approval if the clock runs out.

Kerala — five governance reforms, Cabinet 29 July (CM V.D. Satheesan):

West Bengal formally constituted its 7th State Pay Commission (22 July) under former Union secretary Atanu Chakraborty — six months to recommend pay, DA and pension. That is personnel governance of the State service.

Karnataka (meeting late July) set up a Competitive Examinations and Recruitment Reform Committee under former CS S.V. Ranganath for 70,000+ vacancies — treat the formal panel as end-July / 31 July.

B. VB–G RAM G COMES INTO FORCE — 1 JULY 2026

The Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, 2025 began across rural India on 1 July 2026. MGNREGA, 2005 stood repealed the same day. Statutory work-days rose from 100 to 125. Old e-KYC job cards stay valid till new Gramin Rozgar Guarantee Cards are issued. Funding pattern: 90:10 for North-East and Himalayan States, 60:40 for other States/UTs with legislatures, 100% Centre for UTs without legislatures. Interim allocation about ₹95,692 crore for the rest of 2026–27; first “mother sanctions” followed in July. All States/UTs notified the State scheme. NREGA Soft was taken offline for a day so the new attendance stack could start on 1 July morning.

C. NATIONAL LAUNCH — 2 JULY 2026, ANDHRA PRADESH

Union Minister Shivraj Singh Chouhan formally launched the Mission at Mukkavaripalli, Obulavaripalle, Tirupati district. Planning is to sit on Viksit Gram Panchayat Plans using Yuktdhara, PM Gati Shakti, Bhuvan — not only a village wish-list. Work beyond the Centre’s normative allocation is for the State to pay.

Governance point: Design changed from “demand-driven 100 days” to “normative + geospatial + 125 days”. Implementation risk: unfinished MGNREGA works and States that must now put more of their own money.

D. 29TH NATIONAL CONFERENCE ON E-GOVERNANCE — JAIPUR, 1–2 JULY

DARPG, MeitY and Rajasthan hosted NCeG 2026 at the Rajasthan International Centre. Theme: Viksit Bharat 2047 — AI-enabled, data-driven and secure digital governance. Rajasthan CM Bhajan Lal Sharma inaugurated. Dr Jitendra Singh gave the National Awards for e-Governance 2026 (17 projects: 10 Gold, 6 Silver, 1 Jury). Gold names students should know: AgriStack, AI-Aadhaar Clinical Decision Support, Panchayat Advancement Index, Kadepur GP (Maharashtra). Silver included e-Jagriti and Bijoy Nagar GP (Tripura). Incentive: ₹10 lakh (Gold), ₹5 lakh (Silver) for public work.

This is not a new Act. It is the Union using awards and a national classroom to spread what already works.

E. EIA NOTIFICATION AMENDED — 13 JULY 2026

MoEFCC notified S.O. 3862(E). Problem: when a State’s SEIAA or SEAC term ended, environmental clearances stopped. Cure: a Standing Authority on EIA and a Standing Committee on EIA for each State/UT so the queue does not die. Tenure of SEIAA/SEAC extended from three years to four; a chair may serve at most two such terms across these bodies.

Good-governance reading: Continuity of a regulator is as important as the text of the law. A gap in the committee is a gap in development.

F. PUBLIC EXAMINATIONS (PREVENTION OF UNFAIR MEANS) AMENDMENT ACT, 2026 — ASSENT 31 JULY

The President assented on 31 July. It tightens penalties and speeds enforcement against paper leaks and organised cheating in public exams. Parent law is the 2024 Act; this is the 2026 upgrade.

Fair exams are a governance reform: they decide who enters the civil service and public jobs.

G. MONSOON SESSION OPENS — 20 JULY 2026

Parliament sat from 20 July to 13 August. July itself was mostly introduction and committee work (higher education regulator Bill still before the JPC; Centre agreed in mid-July to give States a stronger NOC role over State-funded colleges). Assent on several other Acts came in August — do not date those as July laws.

H. KARGIL VIJAY DIWAS, 26 JULY 2026 — SECURITY AS A DEVELOPMENT CONDITION

26 July is a day of national importance. The Republic remembered the 1999 victory and the armed forces. The President later recalled this day in her Independence-eve address; the July observance itself was the public reminder that no welfare scheme works in a district that is not secure.

Policy reading: Defence and internal security are not a separate GS paper here. They are the pre-condition for roads, schools and 125-day work. Design of development that ignores the frontier fails at the first mile.

I. WORLD POPULATION DAY, 11 JULY 2026

11 July is observed worldwide. In India it sits on the same file as the High-Level Committee on Demographic Changes (notified in May) and on schemes for health, skilling and jobs for a young country. July is when ministries and States use the day to talk numbers into policy: how many workers, how many hospital beds, how many school seats.

Implementation issue: A census delayed or a health worker missing turns a population “dividend” into a crowd at a closed window.

J. 1 JULY — GST DAY AND NATIONAL DOCTORS’ DAY (SAME CALENDAR, TWO SCHEMES)

GST Day marks the 2017 tax union. In July 2026 the political line was still “next-generation GST” (the big Diwali promise belongs to August speeches — do not date it as a July announcement). For this paper, 1 July is a reminder that one tax design needs every State GST officer to refund and register on time. Design is the law; implementation is the refund.

National Doctors’ Day is the day to test Ayushman Bharat, AIIMS expansion and the new AI-clinical tools that won e-governance gold the next day in Jaipur. A health scheme is only as good as a doctor who is present and a claim that is paid.

K. VB–G RAM G ON THE GROUND — FIRST WEEKS OF JULY

After the 1 July switch-on and the 2 July launch at Mukkavaripalli, area officers of joint-secretary rank fanned out to States. The design questions that hit the field at once: unfinished MGNREGA works, e-KYC of workers, face-attendance, and whether States had money beyond the Centre’s normative share.

L. SUPREME COURT, 29 JULY 2026 — NO STANDING “POST-FACTO” GREEN NOD

A Bench led by the CJI quashed the 2021 Office Memorandum that had let projects built without prior environmental clearance seek regularisation as a routine. The older 2017 one-time window was not struck down. Future amnesty, if any, must be a statutory notification under the Environment (Protection) Act, and must pass a public-interest test: compelling need, narrow relaxation, environment weighed against benefit.

Design vs implementation: Development projects that start first and seek clearance later are a design cheat. July told the executive: an OM is not a law.

M. SUPREME COURT, 13 JULY 2026 — CITIZENSHIP MUST BE A REASONED PROCESS

The Court set aside 27 Gauhati High Court orders that had declared people foreigners. It sent the matters back to Foreigners Tribunals for a fair, lawful, reasoned hearing within about six months. No coercive step till then. A statutory form is not enough if the mind is not applied.

Link to development: NRC/FT work is a State intervention that can take away home, ration and work. Procedure is the policy.

N. SUPREME COURT, 1 JULY 2026 — REMISSION POLICY CANNOT SHRINK CONSTITUTIONAL POWER

In Parveen Kumar the Court held Haryana’s 2002 remission policy (files to the Governor under Article 161) cannot be overwritten by a harsher 2008 statutory policy under CrPC. Constitutional power sits above a later circular.

Prisons and premature release are part of criminal-justice policy. Implementation must follow the higher norm.

O. SUPREME COURT, 16 JULY 2026 — TERMINALLY ILL PRISONERS

In a NALSA matter the Court directed every State/UT to write a clear policy for terminally ill prisoners — definition, medical board, under-trial review — so jail does not become neglect. Compliance affidavits later.

This is health + justice policy inside the prison wall.

2.  DEVELOPMENT PROCESSES AND THE ROLE OF NGOS, SHGS, AND STAKEHOLDERS.

A. PM / PRESIDENT / VICE-PRESIDENT

July’s national days (Kargil, Population Day, GST Day, Doctors’ Day) did not produce a dedicated SHG speech. For this heading, the political voice is the Ministry in Parliament on 28 July and the 2 July rural launch under the PM’s Lakhpati Didi / Viksit Gram agenda. Do not invent a Red Fort line in July.

B. LOK SABHA, 28 JULY 2026 — OFFICIAL SHG SCALE

The Rural Development Ministry told the House:

A Lakhpati Didi is still an income goal (₹1 lakh a year, stable across seasons) — not a cheque from Delhi. You join only through the SHG and SRLM, not a private “registration link”.

Stakeholder chain: SHG → Village Organisation → Cluster Federation → CRP → bank → SRLM → MoRD.

C. eSARAS IN THE 11TH YEAR OF DIGITAL INDIA — 6 TO 11 JULY 2026

As Digital India completed eleven years, PIB and MoRD put eSaras in the shop window: official e-commerce for SHG goods, built by Digital India Corporation with MoRD, listed on ONDC. About 1,400+ products, 800+ buyers on ONDC apps, 50+ Saras Melas a year, Bhashini for language. The ecosystem cited was nearly 9 crore registered SHG members. A fulfilment centre (FDRVC — government + Tata Trusts as a partner) packs and ships.

Development process: Saving and credit were Phase 1. Selling is Phase 2. eSaras is the State as market-maker; ONDC and private apps are stakeholders, not owners of the Didi.

D. DAY-NRLM MONEY AND LITERACY — MID-JULY HOUSE REPLIES

On 21 and 24 July the Ministry placed FY 2026–27 NRLM allocations and said 3.81 crore SHG women got financial-literacy camps in 2025–26 (planning, savings, credit, insurance, pension, BC). Public sector banks (and one private bank) have special credit products for individual Didis. Saras galleries, GeM, Amazon, Flipkart, Meesho, JioMart sit beside eSaras.

Implementation test: A camp is not a balance sheet. Ask whether the woman can still read her loan passbook after the camp ends.

E. JAMMU & KASHMIR STEERING COMMITTEE — 15 JULY 2026

J&K’s RDD Secretary chaired the UT steering committee on Lakhpati Didi. About 2.40 lakh women already counted; target 3.64 lakh by 2029. Bank linkage target about ₹1,200 crore; Lal Ded Stree Shakti with J&K Bank for 4,200 women. All departments told to work in mission mode.

This is federal stakeholder practice: UT cabinet machinery + Mission + bank + SHG.

F. NGOS AND FCRA — JULY WAS THE ARGUMENT MONTH

The Rules are dated 22 June. In July, experts and global groups wrote against them.

The separate FCRA Amendment Bill (assets after cancellation) was still in the political pipeline in the Monsoon Session — not yet an Act in July.

G. VB–G RAM G AND THE SOCIAL-AUDIT STAKEHOLDER

From 1 July the new rural work law is live. The Act itself writes social audit, geo-tagging and dashboards. Panchayats, mates, SHG women as workers, and audit teams are the field stakeholders. First-month implementation is wages and leftover MGNREGA assets — not a new NGO scheme.

3.  IMPORTANT ASPECTS OF GOVERNANCE, TRANSPARENCY, ACCOUNTABILITY, AND E-GOVERNANCE.

A. SUPREME COURT, 31 JULY 2026 — NSE RTI STAYED

Justices Vikram Nath and Sandeep Mehta stayed the Delhi High Court / old CIC line that treated the National Stock Exchange as a “public authority” under RTI. Notice issued; CIC 2007 order also stayed for now. NSE argued it is not government-owned or controlled in the Section 2(h) sense.

Exam caution: This is an interim stay, not a final holding that markets are secret. Pair it with the CIC’s NDMC anger: the Court is drawing the outer line of who must answer; the CIC is drawing the inner line of how offices must behave.

B. 38TH NATIONAL GOOD GOVERNANCE WEBINAR — 28 JULY 2026

DARPG held the webinar on the theme sustainability and replication of PM’s Award winners. Case study: solar-powered water schemes under Jal Jeevan Mission (PM Award 2023, Uttar Pradesh), and how Minor Irrigation copied the model. About 2,200 locations joined — Collectors, ATIs, line departments. The series exists because the Prime Minister, in 2022, asked DARPG to make award winners teach the country.

E-governance point: An award is a photograph. A webinar is the transfer of the file. Replication is accountability of a good idea.

C. CPGRAMS THROUGH JULY — DAILY SCOREBOARD

DARPG kept putting one-day disposal in public. Examples:

Late July news still used the June monthly report (pendency above 2.16 lakh for States). That is last month’s pile, published in this month.

D. RECORD-RETENTION SCHEDULE — 10 JULY 2026

DARPG issued a common retention schedule for general records of ministries (dated 10 July on the department site). This is dull and important. Without a schedule, files vanish or rot. E-office is useless if nobody knows how long a paper must live.

E. CIC, 6 JULY 2026 — HAJ COMMITTEE CANNOT HIDE SPEND AS “PERSONAL”

The Central Information Commission told the Haj Committee that spend on Haj House maintenance is not third-party personal information under Section 8(1)(j). Money of a public body is the citizen’s business.

F. CIC, LATE JULY 2026 — ONE GOVERNMENT FORCED TO RTI ANOTHER

CERC had to use the RTI Act against NDMC to get a security-deposit account. Reply came only after the CIC issued notice — more than two years late. The Commission called it an “extremely disturbing state of affairs”, said RTI is not a substitute for ordinary official correspondence, and issued show-cause to the PIO and First Appellate Authority. It told the NDMC Chairperson not to turn RTI into the only way two public offices talk.

4.  ROLE OF CIVIL SERVICES IN A DEMOCRACY

A. KARNATAKA RECRUITMENT REFORM PANEL — END JULY

CM D.K. Shivakumar set a committee under former Chief Secretary S.V. Ranganath (with two other former CSs) for competitive-exam and recruitment reform — tens of thousands of State posts, KPSC/KEA exams, UPSC-like safeguards. State civil services are the larger democracy. The IAS is the thin steel; the State service is the beam.

B. AIS PERFORMANCE ASSESSMENT — SELF-APPRAISAL LAST DATE 31 JULY 2026

DoPT’s 30 June letter (operating through July) pushed AIS PAR timelines for 2025–26. Self-appraisal moved to 31 July 2026. Reporting officer to 15 September; reviewing officer to 15 November; accepting authority still 31 December — after that, no remarks. One-time relaxation of the AIS (PAR) Rules.

Democratic meaning: The Annual Confidential Report is how the Republic judges its permanent executive before promotion and posting. An empty PAR is an empty account of power.

C. ACC SECRETARY-LEVEL ORDER — 23 JULY 2026

The Appointments Committee of the Cabinet issued a Secretary-level reshuffle on 23 July (partly modified in August — that is next month). Corporate Affairs, Higher Education, Youth Affairs, water and official language sat in that chain.

In a parliamentary democracy the elected Cabinet picks who heads a department. The AIS officer remains politically neutral inside that choice.

D. LBSNAA MID-CAREER TRAINING PHASE IV — CLOSED 10 JULY 2026

The 21st round of MCTP Phase IV (IAS with 14+ years) ran 15 June–10 July. Aim: policy, strategy, evidence, citizen-centric work, Mission Karmayogi, Viksit Bharat. A Union Minister told the batch to use iGOT, break silos, and take feedback.

Phase IV is the school for officers who will soon be Joint Secretaries and Secretaries. Without it, Karmayogi is only a login.

E. NORTH-EAST STATE CIVIL SERVICES AT LBSNAA — 13 TO 31 JULY 2026

A three-week course for 82 entry-level officers of Arunachal Pradesh, Nagaland and Tripura began 13 July and ended 31 July. This is the Academy teaching State services, not only IAS. Federalism needs a common grammar of field work.

F. IAS PHASE II (2024 BATCH) THROUGH JULY

About 184 IAS officer-trainees plus Bhutan officers sat Phase II at Mussoorie from 29 June to 21 August. July is the middle of that classroom — district memories being turned into Union files. The Assistant Secretary attachment in Delhi had already ended in late June.

G. PUBLIC EXAMINATIONS AMENDMENT — ASSENT 31 JULY 2026

Already listed as a July statute. Here the civil-service reading: the gate into IAS/IPS/State services is the public exam. A leak is not only a crime against a student. It is a crime against the neutrality of recruitment. That is why DoPT owns this law.
